The State Scientific and Technical Center for Nuclear and Radiation Safety (SSTC NRS) was established by Cabinet Resolution No. 52 of 3 February 1992 to provide comprehensive scientific and technical support for state regulation of nuclear and radiation safety with the objective of protecting the public and the environment against man-induced radiological impacts. The SSTC NRS started its activities on 19 March 1992 after state registration at local executive bodies.

The SSTC NRS is currently a leading specialized organization in Ukraine by its status, areas of focus, software and hardware, skills, and personnel and provides scientific, analytical, technical, informational, methodological, engineering, consultative, and expert support to activities of the State Nuclear Regulatory Inspectorate of Ukraine.

SSTC NRS research activities are aimed at detecting, identifying, and searching ways to address issues in safety regulation and are focused on applied and analytical studies in the use of nuclear and radiation technologies, in particular:

  • study, adaptation, and implementation of advanced methodologies for safety analyses and assessments;
  • mastering of up-to-date computer codes and development of models to obtain knowledge on the processes in reactor components;
  • analysis of the current regulatory system to reveal unaddressed aspects, uncertainties, and contradictions;
  • study and analysis of operating experience;
  • collection and analysis of input data for each reactor type; development of informational, analytical, and reference systems and databases;
  • implementation of probabilistic safety assessment methods into analyses related to the reliability of equipment, systems, and components and strength of structural materials;
  • identification of safety issues and acquiring of knowledge on their nature and potential corrective measures.

 The SSTC research activities focus on:

  • nuclear power plants;
  • research reactors;
  • nuclear fuel cycle enterprises;
  • spent nuclear fuel and radioactive waste management facilities;
  • Shelter;
  • enterprises (including medical) using radiation sources.

The fundamental efforts in the area of scientific and analytical research include: 

  • thermal hydraulic and probabilistic safety assessments;
  • analysis of design, construction, commissioning, operation, and decommissioning safety of nuclear installations;
  • neutronic and chemical processes;
  • structural strength and reliability;
  • monitoring and control systems;
  • radiation safety and protection;
  • safety of radiation sources;
  • emergency preparedness;
  • radiation safety in uranium ore mining and processing;
  • safe management of spent nuclear fuel and radioactive waste;
  • nuclear security.
